In June ,the General Office of the State Council issued the "Guiding Opinions on Further Building a High-Quality Charging Infrastructure System" which proposes that by 2030, a high-quality charging infrastructure system with extensive coverage, appropriate scale, reasonable structure, and complete functions will be basically built to strongly support new energy vehicles. Industrial development can effectively meet the people’s travel charging needs.

In recent years, my country's new energy vehicles have experienced explosive growth, becoming a new highlight in consumption growth and industrial development. In the first quarter of this year, the penetration rate of new energy vehicles in my country exceeded 26%. Judging from the development trend, the number of new energy vehicles will continue to grow rapidly and become popular from large and medium-sized cities to small and medium-sized cities and rural areas. Users' requirements for the quantity and quality of charging facilities are increasing day by day.


As of the end of last year, the domestic vehicle-to-pile ratio was 2.5:1. Generally speaking, my country's charging infrastructure has reached the world's leading level in terms of the scale of charging piles and the ratio of vehicles to piles. However, problems such as insufficient total charging infrastructure, low density, insufficient coverage, and low service levels are still prominent.


"The rapid growth of new energy vehicles requires strengthening the top-level design of the charging facility network layout." Wang Zhongying, director of the Energy Research Institute of the National Development and Reform Commission, introduced that the "Guiding Opinions" are based on the development trend of new energy vehicles and proposes to basically build a high-quality charging infrastructure by 2030. The development goals, key tasks and safeguard measures of the facility system emphasize the top-level design of charging infrastructure development, appropriately arrange the construction of charging infrastructure in advance, promote the innovative integration of charging infrastructure network with telecommunications network, transportation network, power network, etc., and strive to improve the charging service economy Safety, convenience and safety are important guiding documents for promoting the high-quality development of charging facilities in the new era.


"Range anxiety" is a major constraint to the development of the new energy vehicle industry. "As the demand for long-distance travel continues to grow, highway service areas have become an important scene for charging new energy vehicles." Wang Zhongying said that as of the end of May this year, there were 4,289 highway service areas in my country with charging conditions, accounting for about 10% of the total service areas. 65% of the amount. However, statistics show that there are about 18,000 highway charging infrastructure units, accounting for only 0.8% of my country’s public charging infrastructure.


In this regard, the "Guiding Opinions" propose that on the basis of the currently built charging lines, focusing on the main skeleton of the national comprehensive three-dimensional transportation network of "6 axes, 7 corridors and 8 channels", we will speed up the completion of road network charging infrastructure between key cities. Shortcomings: Expand the coverage of charging infrastructure on the highway network, densely optimize the layout of facilities; pay equal attention to the simultaneous construction of new highway service areas and the renovation of existing charging facilities to create an intercity charging network that effectively meets the needs of new energy vehicles for medium and long-distance travel.


The number of cars per thousand people in rural areas of my country is relatively low, and there is a large space for the development of new energy vehicles. Since 2020, the "New Energy Vehicles Going to the Countryside Campaign" has been fully implemented, driving the cumulative sales of more than 4.1 million new energy vehicles going to the countryside. However, compared with urban areas, problems such as insufficient charging infrastructure in rural areas are very prominent and have become "blocking points" and "pain points" that restrict the development of new energy vehicles.


Considering that the development situation of rural areas in my country is quite different, the "Guiding Opinions" propose that the development of charging infrastructure in rural areas should be adapted to local conditions, steadily promote effective coverage, and achieve integrated development with urban and inter-city charging networks. At the same time, the construction of the charging network should reflect the "two priorities", giving priority to covering large villages and towns suitable for the use of new energy vehicles and having good transmission and distribution network foundations, relocation areas, key rural tourism villages and towns, etc., and giving priority to township agencies, enterprises, etc. Regional layout and construction of public institutions, commercial buildings, transportation hubs, public parking lots, logistics bases, etc.

Ouyang Minggao, an academician of the Chinese Academy of Sciences and a professor at Tsinghua University, said that considering the demand for vehicle-network interaction, vehicles should be able to be connected to the power grid at the two main parking points of residential areas and work areas, which requires charging infrastructure to develop at an extraordinary speed.


Vehicle-network interaction is the key path to solving charging capacity and is also an important development direction for the application of charging pile technology. The large-scale popularization of electric vehicles has forced charging behavior to change from disorderly charging to orderly charging to two-way charging vehicle network interaction. When electric vehicles stop running, they are connected to the power grid through two-way charging piles. Through the regulation of the energy Internet, valley charging and peak discharge can be achieved.

From an energy storage perspective, vehicle-grid interactive energy storage that utilizes bidirectional charging and discharging of electric vehicle batteries and the grid provides a new approach to electrochemical distributed energy storage with low cost and high safety, and has huge potential for energy and power aggregation.


According to Ouyang Minggao, the "Guiding Opinions" regard car-network interaction and related integration of light, storage, charging and swapping, and safety monitoring of power distribution systems as the focus of strengthening innovation leadership and the strategic direction to promote the intelligent upgrading of charging facilities. , proposed to focus on promoting technology research and development, facility construction, and demonstration projects, and proposed measures such as improving peak and valley electricity price policies and demonstration project subsidy policies, which will greatly promote the leap-forward development of my country's vehicle-network interactive technology and industry.
